Wallace Regional Waste Water Treatment Plant

Stroud Engineering provided design and contract administration services for conversion of an abandoned textile mill wastewater treatment to a 5.42 MGD wastewater treatment plant which is a regional facility serving the Town of Wallace, Pender County and the Towns of Teachey and Greenevers. The project was funded by a Clean Water Management Trust Fund Grant, a Rural Center Grant, an EPA Stag Grant, a State Revolving Loan and Local funds.

In 2008 the Town of Wallace, NC was facing a huge overrun in the budget for a regional wastewater treatment plant which it planned to construct at the site of a previous industrial wastewater treatment plant. The project construction cost estimate had ballooned from an estimate of $9,400,000 in 2006 to $22,113,000 in 2008. The Town retained Stroud Engineering, P. A. to perform a value engineering project analysis.  Stroud Engineering was successful in reducing the construction cost to $12,073,000; even though the capacity was increased from the planned 4.42 MGD to 5.42 MGD.

In addition to the WWTP, the design included upgrade of the main sewage pump station and force main, construction of a new pump station and force main, and construction of an effluent pump station and force main.  The total construction cost of the project was $11,820,000.  Pipeline construction consisted of 13,268 feet of 24 inch force main and 3,535 feet of 10 inch force main. Stroud Engineering’s responsibilities included management of funds including grants and loans by four(4) separate government agencies; Clean Water Management Trust Fund, State SRF loan, EPA STAG grant and a Rural Center grant, plus local funds provided by the Town of Wallace and the Town of Burgaw. Stroud Engineering prepared all reimbursement requests and all reports required by the various agencies. Stroud Engineering presided at the pre-bid conference, pre-construction conference and at monthly construction progress meetings.
